Directions:  
Heat oven to 400ºF. Lightly coat a 6 cup muffin pan with nonstick spray.
In a bowl, combine cauliflower and 2 tbsp water, cover and cook until tender, about 5-6 minutes. Drain, and mash with fork until smooth. Cool slightly. Then place in paper towel and squeeze out as much moisture as possible. Return cauliflower to bowl, add flour, baking powder, and salt. Stir well. Mix in cheddar, egg whites, and butter. Fold in bacon and chives.
Using hands, form dough into 6 balls and place in prepared pan. Press to flatten. Bake until golden- about 25 minutes. Let cool in pan about 5 minutes before inverting on cooling rack.
